For departments and agencies, yes — scenarios can be tailored to your local protocols and equipment as part of a licensing agreement.
Right after checkout you'll get an email with your unlock link — tap it and your games are ready. (If you don't see it, check your spam or promotions folder.) You can also unlock on any other device from the My Games page using the code in that email.
